Given that it's the same hertz 'time pip' followed by the same message in French - I suspect it's INA's own electronic watermarking of the archive entry.
Nowadays even with half decent home graphics package - it's easy to cover the ina.fr DOG up, so this makes it easy to spot if it's been recorded and uploaded to another file sharing site.

But I think I hear specific times referenced; "vingt heures" at 8:00PM and so on. A few newscasts on INA's site have this audible timecode track, but most don't. I don't think it was meant to be included when the material was digitized.

Lovely to see the Autocue operator in the back of shot in the very opening. (The days of paper roll autocue and a vertical camera pointed at it !)

Here's something new from the Philippines...
TV Patrol (ABS-CBN) is one of our primetime newscast, and it is hosted once again by some of the veteran anchors in the country. Though I don't know if you'll like these flashy graphic presentation.

The Day in Events, local news from NTM from Yaroslavl, Russia, with some rather rememberable and well-known music (and also the TOG and round table, but from other source). Although this is a recent opener, the uploader needed to record it on VHS to put it on the Web, so pardon for the quality. And of course, for the video server - there really was no need to re-upload it.
