Interesting to see different style of News bulletins on France 2 and France 3, you would have thought both channels would have the same look, but France 2 seems to be more formal, and has a very short title sequence, just a quick theme and the name of the programme, usually 20 Heures.

In my opinion, France 3 has by far the worst look of France's traditional "big three" channels (the first of which is now privately owned, of course).

Can't say for who designed it, but judging by the clip you've posted you get to see a lot of of it on TV5 Monde, especially on France 2's breakfast programme Telematin.

I'm not a fan of most Italian broadcast design (to put it mildly), but I really like the simple, very elegant look used by RAI Due in the late 1980s and early 1990s:

According to an old post by TV Forum member cortomaltese, this look was designed by Mario Sasso, RAI's in-house graphics designer at the time.

Al Arabiya is mainly Al Jazeera's competitor, and it is named as a pro-American or pro-Western channel.
It is based in Dubai, and I'm just making this post to say that it is now avaliable on Livestation.

I really like the graphics (theres no clips of the TOTH on YouTube)
