Here's a Miami station's live coverage of Hurricane Andrew (the most destructive hurricane in US history before Katrina). As the storm was raging above, the station was broadcasting from an emergency "bunker":

If we're talking about the :30 mark in the "compilation of news intros from various European regional public broadcasters," then the news anchor is speaking Spanish. ETB is a TV station in Spain's Basque Country; it broadcasts in both (Castillian) Spanish and Basque. This particular clip is of a Spanish-language newscast.
