5am opener to BFMTV's new look Premiére Edition. Same set, some new graphics, but still uses the standard lower thirds which jar.

I'm a newcomer to French TV but it seems that the French prefer to have their last names in bold. I think it's only in French-speaking countries.
Anyway the new BFM TV looks more like a fashion show to me. The font feels like being in a magazine. And the presentation, based on the last two BFM-related videos that I watched, feels informal. The punctuation point used by BFM TV as a logo and the ender for headlines feels like Seven News in 2014.
There's also another BFM in Malaysia but it's a radio station focusing on business and spoken word programming; unrelated to the French BFM. The logo is different than the French's.

And also the Hong Kong-like weather logo thing that I saw in the BTV and Shenzhen part. Can anyone tell what this mean and is it similar to Hong Kong's?
Also all Chinese TV channels love having their on-screen logo on the top left and never switched off at all.

Yes, CCTV is pretty hesitant and cautious on changing its logo. Currently, CCTV is testing the new logo with new intros on CCTV-5 (Sports Channel) special coverage of the 13th National Games of China in Tianjin, China.
CCTV started using the digital clock in 1998, and a couple of provincial stations followed suit.
The "Hong-Kong like weather logo thing" is a weather warning signal. The one on both BTV and Shenzhen is the yellow warning signal for heat wave. Details of weather warning signals can be found here: http://www.cma.gov.cn/en2014/weather/Warnings/
I am not sure if on-screen logo is mandatory on Chinese television since I could not find any official source or regulations. I guess people just get used to it now.

French style is to always show the surname (nom) as priority over the forename (prenom) whether that be by bold, capitals or putting the surname first followed by a comma and the forename.

It's something Sky Sports News used to do on their straps - surname in bold capitals. It's not as strange as Sky News' insistence on putting name and description the opposite way round to literally everybody else.
