Ironically, ABC Family Channel has the rights to air Fraggle Rock in the US at the moment.
Is that the US version or is that the UK version?
TVS wasn't involved in the production of the US version.
Has to be the US version because the UK version is missing believed wiped. And by the way, ABC Family no longer exists - it changed it's name to Freeform last week.

UK rushes are somewhere because the bloopers are around but that clip has now disappeared for the net.
Henson has some UK clips but Im not sure if HIT has full control, more like Licencing rights to DVD. I dare say its that lot what doest want to release the other 12 UK episodes.
Worse still look at this Credits ITS NOT TVS copyright its HENSON... TVS has no legal right to the series, Its what was needed to get onto the Network you had to have an ITV station.
IF you look at Scottish Television and alot of its Co productions with Cartoons most all have Copyright to them and the other company. Even if there dont there will have Sandy ross

It's worth also considering this... had TVS won its franchise in 1991, Time Warner was to have become a significant investor. The path to a single ITV could have been a lot different. They would have almost certainly merged with LWT - their sales house was already shared and their programme commissioning was closely aligned. This would have made it very difficult for Granada to swoop on LWT.
This is a bold question. If TVS and LWT merged then took over Anglia then could you see the combined company restructuring and appearing on screen as TVS in both the south east and east of England regions on weekdays, and TVS Weekend in London, south east and east of England regions at the weekend? The Anglia and the LWT names would be discontinued. Anglia News would be replaced by Coast to Coast.
Would it be safe to say that by around 2000 the combined company would be the southern ITV giant and the nemesis of Granada which would be the northern ITV giant? If there were three large ITV companies rather than two - TVS, Granada, and Thames / Carlton - then would a single ITV be likely before 2010?
Despite calling much of their programming disposable, I think TVS is one of my favourite ITV companies. They really fought for network programming, and I think helped bring ITV kicking and screaming into the 80s. I can just about forgive them for calling themselves TVS Television towards the end of their reign.
They certainly raised the bar for regional news coverage, and had the innovation of the helicopter to provide a live link from anywhere in their patch, (in those dim and distant pre SNG days).
Streets ahead of BBC South Today in the west, and of course Newsroom SE/London Plus in the east.

Was it legally possible for an ITV company to quit ITV and become a satellite channel after 1992?

I don't see why not. Anyone can launch a satellite channel.

Though in the late 80s it was expected that satellite broadcasts direct to homes would be on the DBS band (not the FSS band that Astra launched on) - and they WERE heavily regulated and licensed, with the BBC then BSB getting the UK allocation.

Why does the existence of bloopers suggest existence of rushes, or studio recordings ?
Quite often bloopers were recorded as part of a recording session by a VT op, then in down time dubbed onto a comp roll of JUST bloopers, and played at a wrap party, viewing party etc. Quite usual for the VT op/editor (or another member of the team) to then keep a spoiler o VHS copy of the bloopers edit/Christmas tape etc.
Just because the bloopers exist doesn't mean the rushes do - or have you more evidence than that?

It was possible for an ITV company to set up a satellite channel. Thames for instance set up UK Gold with the BBC. However an existing ITV company quitting the network would surely carry some sort of fine for not seeing the contracted time out.
