They do. I'm sure one of the BBC News directors on here or on twitter said it is timed to switch to this at the TOTH for a minute or so.
I think they do that at the top of every hour - I'm sure that it looked less messy than it does now at the beginning, and remember that, during the Queen's visit to reopen Broadcasting house, the globe stretched across all the screens, with the BBC News logo in the middle one.

I think it was originally (and may still be by default) set to switch to BBC channels only. There is a video of the failed TOTH before Breakfast where you see the screens switch away from things like Sky News.

I'm sure it's at least a month since I first saw them like that, it used to just show the BBC News Channel & BBC World News at the TOTH.

I'm not sure where all you lot have been. The globe animation has been used on and off on those screens since day 1. It's just until now it's not happened more often than not. Critique - that's exactly what does happen when they don't show the other channels. They change to the animation 2 or 3 minutes either side of the TOTH.

My point is that the animation on the screens in the video is different to the one in the image at the top of the page - you have one BBC News logo either side in the image on top of the page, and a random bit of the globe on one side of the logo, whereas the other has one central logo and a large section of the globe animation. IMO, this is the better solution.
I didn't think the globe animation had been used since Day 1 - I'm sure that they used to just switch to BBC output before the TOTH, with the screens showing other news channels the rest of the time. The first News at 1 from Broadcasting House shows, from the looks of it, NC output, WN output etc. - no globes across the screen.
EDIT: I've just taken a look at YouTube, and can find one example of the globes on the screens on Day 1, so backtrack on my statement there, but apart from that struggle to find them in the TOTH sequences, with the screens showing the NC, WN, etc.
