I'm going to make an educated guess and say this is from Christmas Day 2000, as I think by 2001 they'd changed to using the CBBC web address DOG instead of BBC Choice's during children's programmes.

- "13th November 2000 The DOG got bigger and uglier as the BBC Choice web site address was added underneath the station logo. Unfortunately the presentation people at BBC Choice sometimes got confused, putting the Choice web site in the corner of the CBBC children's programmes. This meant that the BBC were advertising a web site containing adult material, highly unsuitable for young children. In Wales, the web site address was removed after only a week of use.
This video is marked as the final CBBC on Choice link, and still has the Choice web address on it, so that was still in use in 2002 which suggests to me they couldn't make up their mind which URL DOG they wanted to use:
If you watch the video, you will see the CBBC web address is used on screen until 0:14, when it is faded out and replaced by the version of the DOG with the Choice address as children's programmes had finished.
Also the fact that the CBBC set was updated in late 2001 and output moved to widescreen also suggests the Play School video is from Christmas 2000, as the 4:3 programme in the above clip was being cropped to 14:9 (standard for CBBC at the time).

By 2001 they were cropping 4:3 content to 14:9 as well, which this isn't.

So that makes the Play School episode 15 years old when broadcast on CBBC on Choice, yet that broadcast now happened 20 years ago.
