Setanta acquire the extra 3pm Premier League package for the Republic of Ireland for a third period running:

There was some concern that this package might not be awarded this time; but the Premier League have decided to go with it in the end. With the amalgamation of Setanta Sports 1 with Premier Sports we can probably look forward to more games on Setanta Ireland this year when clashes with Premier Sports content arise.

Basically it seems that if say Blues v Treviso and Zebre v Ospreys are both on a Friday night at 7pm, BBC Wales will show the Blues match in Wales while the other Welsh-involved match will be shown on Sky.
It also means that the two regular season Italian derbies and the six regular season Irish Republic derbies will be shown in the UK for the first time. I wonder how it will affect RTE's coverage.
I do worry however that Sky will force the issue of kickoff times - Friday night and Saturday evening are entrenched in the Welsh psyche at the moment.

I assume they have slightly lower budgets than ITV, because Sky also had some last night.

Not to surprising that Sky have snapped up Pro12 rights - and glad to see it's in conjunction with existing partners rather than exclusive rights, similar I guess to what Setanta had a few years ago. Sky also announced today they're retaining the US Open (tennis) rights for a further three years and ATP Mens Tennis for five years.

Sky have picked up Saturday matches, so I'm assuming those are the Saturday 2pm kickoffs that aren't currently shown (or will be simulcasts of local coverage)
However the article also states that the BBC are still negotiating, so either WalesOnline (Western Mail) know something the BBC themselves don't, or they've jumped the gun / assumed something.

Well, we don't really know what it means. There's been a bit of slightly inaccurate reading into the statement that it doesn't affect the existing deals. The statement is true, but it leaves out the fact that the existing deals all expire at the end of next season, before the Sky deal even begins. Now Celtic Rugby have indicated that they remain in discussions regarding other TV rights deals so it may be that some or all of the existing partners will also broadcast the league in the next coverage period.
How this will all work, we don't know. It is rare for Sky deals to be non-exclusive i.e. that they and another broadcaster can pick the same matches. The F1 deal is of course a famous exemption, as is the last two days of the Augusta Masters. More likely this will run similar to its (soon to end) Premiership Rugby and previous Football League Cup deal - that coverage will be shared between Sky and the PSBs, and that they will not show the same matches (save, perhaps, the playoffs). But we don't really know to be honest. However Sky acquire rights to drive subscriptions, and given that I cannot see this driving much subscriptions in England, if it is non exclusive in Scotland, Wales, and Ireland it will not drive subscriptions. And if Sky are, as some are suggesting, only picking what is left AFTER the PSBs - well I cannot see much interest outside of a club's own supporters in matches largely involving the Italian and Scottish teams.
Agreed. Sky will want to move games to Saturday afternoon to replace their Premiership Rugby coverage. Practically all Pro12 games in Wales, Scotland, and Ireland are played at present on Friday and Saturday nights but Sky Sports don't have much free slots for late Saturdays, particularly when they will have 5:30pm Premier League kick offs back next season.
