As I say there are organisations dedicated to finding lost TV footage and I don't think they've had much luck.
I suspect if there was some cult sci-fi classic sitting in the TVS archive then things could be a bit different. I don't suppose the CATS Eyes fan club are quite as big or enthusiastic a group as some programmes have!
Sometimes though it can be enthusiasts who help get these issues sorted. Like how the Adam West Batman wasn't out on home video until just over a year ago because of rights issues- apparently it was a dedicated group of fans who tracked down who owned what and sorted out the issues
