Carlton TV and LWT didn't merge - their respective owners did.
And although the Carlton and LWT brands were replaced with a single "ITV1 London" brand in October '02, the two companies and their respective owners technically remained separate until February '04.

there is no business case for keeping them separate though... 14 companies all playing out the same content for most of the day, with only minor off-peak differences, all paying their own associated overheads for doing so - makes much more sense to combine resources and these kind of functions centrally - also the marketing costs of maintaining all those different brands which represent ultimately the same thing would be incredibly expensive, and pointless.
the idea that each company would represent and have local content from the region it served is not a bad idea, but we're a small island, and even during the late 1980s and into the 1990s, the number of programmes which actually fitted that remit were few and far between.
