Absolutely. By putting other graphics on-screen you are effectively devaluing your content - it sends the 'the show may be boring, but look 'shiny graphics' to distract you' message...
Victoria is a good journalist but I think that she is so rude when talking to her interviewees! She just did a talk with 5 people (one on location) about dentists and she sat there on her phone looking down leaving the guests to talk to eachother. She's always there with her phone or iPad on her lap when she does an interview, feeling sorry for the guests.
She also told her dentist guests, midway through the talk that she may have to cut away to see Michelle Obama at a school, but then just carried on with the talk and never did end up going to Michelle.

That's an ongoing issue - probably related to a lack of TV presenting experience.
You can look away from your guests on the radio to check your next script line, see what e-mails or tweets have come in etc. without the audience knowing. On TV you have to be able to remember more, or be produced more to avoid that. Looking away at your iPad or cards repeatedly during a chat looks like you have no interest in your interviewee, and comes over as rude, however unintentionally.
One of the reports I saw today had wobbly camera work and just randomly intercut with monochrome closeups of Victoria. I have to say this show isn't growing on me and still seems like a waste of a timeslot and for a news channel programme devotes a hell of a lot of airtime to items that aren't news.

One, if not the most irritating of modern production gimmicks, presumably the b/w close ups were of her looking at the other camera ? Is it supposed to send some subliminal message, or just alienate anybody with intelligence ?

Wow. I just took a look. You forgot to mention the report was a Labour MP's wife talking about 'taking ownership of her body' by posting "cleavage selfies" on Twitter. Truly fascinating viewing.

I really can't stand those visual gimmicks: I just switch off. They're rarely relevant or necessary, whatever the topic.
It's 'Art School Portfolio' material, which should never make it to broadcast standard programmes.
