They knew that the Mansion House speech was tonight, so why didn't they forgo Outside Source tonight and just do normal news up until it was time for the speech? There was obviously gallery staffing to allow the NC to opt-out to cover the speech, and they had a presenter (wasn't a voice I recognised) link to the speech, so clearly they had the potential.

It didn't look like it was running through a proper gallery to me, the "presenter" was the reporter on site, so it could well have been switched straight to the NC outgoing circuit from NBH (via the allocated Viz engine to keep the ticker / lower thirds), so may only have needed a producer to look after the graphics somewhere rather than a full gallery.
Alternatively, switched via a spare ME on the mixer in Studio A.

Does anyone else find the use of 'a third of the background set' a bad decision on Question Time tonight?
The location in Gateshead may have seemed dramatic on first thought, but the timing of the recording (early evening) meant that they suffered from the same light balance issues as 'Daybreak v.1', with awful sunlight glare and dreadful dark areas.

A lot of the costs are shared with the BBC1 bulletins and World News. The various regional and local news programmes benefit from having it to provide them with resources and content too
It's a big deal politically, without it they've basically surrendered TV news to Sky
It's a mega expensive channel with a 1% share and is very small fry in the grand scheme of things.
