That's right. Saying "this channel can no longer be received on Terrestrial but can on Freeview" is rather a contradiction in terms.
Incidentally, by that time, shouldn't Japanese TV and DVD-R manufacturers really have discontinued the design, manufacture, shipping, marketing and sale of TVs whose only built-in tuner is a UHF PAL one?
Quite why even most new Widescreen sets can only receive UHF PAL as a native standard, and still need an outboard connection for digital signals, is beyond me. Integrated TV sets need to come down in price, NOW, and need to disengage UHF versions of the same channels, to ensure that, as part of the Easy Set-Up process, viewers are tuned into the signal that will still be available after the PAL switchoff.
