Exactly. They're just publicity shots intended for use by other media. Can't see any problem with them really.

This won't be the only announcement - or news story, for that matter - about Daybreak. These shots are designed to be used again and again and again and for that reason will now be on library with each newspaper.
Look at
this, for example. A story from The Guardian about the success of The One Show, using a photograph of its then presenters, Christine Bleakley and Adrian Chiles, on the set of The One Show (and early on, looking at the sofa). Daybreak will similarly need photos for the papers to use whenever an article or news story is published, for good or for bad, and so far the only ones on record will be of Christine and her tanning.
Apart from anything I'm sure the papers are now limited as to photos of CB and AD, as I'm sure they can't now use BBC photos from The One Show-era to discuss former BBC employees about non-BBC items, so this should be one of the best they've got. Just seems very over-tanned to be long term useful to me, and would look very out of place in an article published in January.
