I think Sky also broke the story last night.

I'd have thought Boris would favour an unchallenged pre-recorded address over a press conference.

Yup just seen. Still causes a problem for the BBC as it will clash with the end of Wales V Scotland. Guess that'll be rushed to BBC Two if needed.

Although as both nations are in the latter parts of their forms of lockdown there is little need for Boris to be taking precedent in the nations and least.

No if needed about it. Press conference confirmed as on BBC One at 4pm.

Can’t imagine bbc one Scot and Wales would not carry this, even when announcements have been only to do with England even if known in advance, they still usually take the briefings.

Which is curious why Sky Radio News at 1pm had Sean Connery as lead story, and said nothing about a statement coming at 4pm today.

Guessing they'll do the switch at half time, with build up starting at either 3.30, and BBC Two will drop their afternoon movie, and move Flog It earlier in the day to fill the gap

Seems like it'll be musical chairs with the rugby in any case as the France/Ireland match starts on BBC Two then moves to BBC One for the second half once Strictly is finished.
A scheduler's nightmare today (as I imagine they want the most Strictly viewers they can) - and having to fit in the ratings disaster that is Little Mix: The Search probably doesn't help in that regard.

If they're going to switch at 15:30 they'll probably use an hour long filler at 14:30 rather than move up Flog It although they may switch at 15:15 (possibly with a small amount of overlap to allow News to go on air on One at 15:30). Depending on how long they are expecting the news conference goes on they may be stuck with Final Score on Two until 17:15 which would then give them an awkward 15 minute slot to fill (unless they place a 30 minute programme and cut 15 minutes of the build up to France Ireland).

I really don't understand why BBC One in Wales & Scotland will be carrying the PM's briefing later, when absolutely none of what he's announcing applies in NI, Wales or Scotland. It'll just confuse viewers in the nations.
BBC One in England doesn't carry the briefings of the FM's in Scotland, Wales or NI, so why should BBC One NI/Wales/Scotland carry the Covid briefings for England?
Just carry on with the rugby in Scotland & Wales and make an announcement during the rugby to switch to the BBC NC if Welsh/Scottish viewers want to know what's happening in England with their Covid rules.

Despite 21 years of devolution, and London based media outlets now being fully aware that Covid & public health policy is fully devolved to the 4 UK nations, London based media still see England = UK.

Because Wales and Scotland have a huge and influential neighbour that like it or not directly affects a multitude of things for their citizens

Makes things much easier. TBH though if they're going to leak things to selected newspapers late at night I'm not sure they're worthy of being given BBC1 airtime.
