UK News broadcasters predominantly shoot interlaced and all UK broadcasts (SD and HD) are in an interlaced format (though can be originated progressive) If they shoot progressive they don't need to be de-interlaced, if they shoot interlaced they don't need to be de-interlaced.
If you reverse your field-dominance you can get very juddery pictures, and if you scale interlaced content as if it were progressive you can get some nasty motion artefacts.

While tonight, Kenny's report on the Aston Martin found in Scotland didn't look like it had been de-interlaced before broadcast. No comment on the poor picture quality leading out of the report.
