It depends on the season. When there’s not much going on outside they may not feel the need to setup a jib and break it down for five minutes of air time. In the summer when there are more outside reports it’s typically setup and they have done the pan.
Ever since they got rid of Matt, the opening shot has been such a non event. Where's the nice pan outside of the building? Instead a slow, boring gallery shot.

There’s a strike going on in LA where the teachers union of the nations second largest school district LAUSD where teachers are picketing for more resources, teachers and support staff. MSNBC has done a push back for a while showing the picket line which for the most part was fine however the same feed is being used for cross talk for affiliates which leads to things like this...

I get what MSNBC is trying to do. Sadly the news channels are all Trump and rarely cover any other story. I do like the idea of a developing story pushback, rather than the typical "monitoring/awaiting" box we usually see on CNN,FNC and MSNBC. Clearly this was designed to encapsulate an entire screen if expanded. The oversized shutdown clock and other furniture, makes it obviously that a producer/director asked for this on the fly as coverage began for the day. Going forward hopelessly they can find a more elegant solution. But I kinda prefer the pushback idea than another piece of crap cluttering up the main screen. CNN is notorious for screen clutter.

In another thread I mentioned there was a electrical fire at 400 North Capitol Street that caused Fox News Sunday to relocate to their owned station WTTG. Well according to an email that TVNewser acquired it sounded like the fire started on the eight floor which houses NBC News, MSNBC, CNBC, NBC News Channel studios along with what I believe is the ITN bureau.
C-SPAN which is also a tenant in the building was able to resume broadcasting from their studios at 11AM.
According this video on The Hill a C-SPAN editor said that C-SPAN and Fox studios sustained extensive damage, while the NBC studios sustained extensive smoke and water damage.
Here are reports from ABC affiliate WJLA, Fox owned station WTTG, and CBS affiliate WUSA. Surprisingly NBC owned station, WRC, doesn’t have anything online.

I reckon that if SOTU does happen on the 29th, then it will be from the MTP studio. If theres been 'extensive damange' in N4 and N5 then I really dont think that 8/7 days will be enough

We don’t know how bad the damage is. From some reports it sounded like it would only be a few days.
If they so desired on hosting from DC they could easily come from Meet The Press studio. Nightly News has used it many times before (but usually if they’re are the bureau come from the newsroom). All of MSNBC DC shows came from the MTP studio today.
