They’re still live from 30 Rock but I imagine he will be there for a while as a contingency. 30 Rock has been running on generator power for the past 3.5 hours.
I would imagine if this was in any other major city, LA or Chicago, the networks would have ....maybe...maybe given it an top of the hour update but stuck with recorded programming. Mind you there was a destructive storm hitting the gulf affecting way more people. But because the networks are all located in NYC they feel its a big enough story for everyone to care about. Another reason why CNN was better broadcasting out of Atlanta.

I think other major cities would get coverage. Tropical Storm Barry was been downgraded from a hurricane and is relatively inland and isn’t causing the damage people thought. MSNBC gave about 10 minutes every hour to Barry.
This blackout affected reportedly 91,000 ConEd connections some of which could cover hundreds or thousands of people. It was a decent chunk of Manhattan without power.
The major cable networks were likely going to go to recorded programming or other programming. Morgan Redford posted she was going to anchor on msnbc for the CBP raids that are starting up. During storms most people turn to The Weather Channel anyway. Those in the affected areas remain local.

Interesting @ 11:44 they are in the studio again in the alcove. On the west coast feeds they typically cut out elements and insert new ones. That segment was actually aired right around when the blackout hit - 6:47pm.
Looks like they dropped a tribute to a MLB player, Tyler Skaggs of the Los Angeles Angels, who died unexpectedly while at an away game. At the first home game his mother threw out the first pitch, the players all wearing his jersey, they won 13 and 0 and the teammates put his jersey on the pitchers mound.
It was interesting that they had scenic views of the western half of the country in the closing instead of the standard NYC skyline.
