It would surely be based on Piers Morgan, and when he left they’d be left with a massive hole.

Good Evening Britain could depending on-how England have played be an upbeat show or just an hour of moaning and long rants from Piers Morgan. I can't see how it could be a pilot as it cant see it tackling anything non football related which a nightly version would have to deal with.

ITV aren't going to dump News At 10 full-time for an evening version of GMB or to go in a GMB direction and they'd be utter idiots were they to. Even if News At 10's ratings aren't always great, it is still a solid bulletin editorially and adds a bit of gravitas to the channel.
Good Morning Britain has a reputation (deserved IMO) of being rather tacky and controversial. And replacing your flagship hard bulletin with an evening version of the programme that has had such hard-hitting moments as Piers Morgan stopping the TOTH mid way through to go on a rant, an interview with a "gay conversion" nutjob, a fake Love Island "wedding" and a guest throwing pretend penises on air amongst other things would rightly be laughed at by many.
2017 was not permanent. If they truly have given up on the programme, then ITV would not spend a fortune on keeping it at 10.00pm. They would move it at 11.00pm once and for all. The reason why the BBC wins ratings wise is the face they keep their bulletin fixed at 10.00pm no matter what (certain events like the world cup excluding).
In the US most network newscasts are at a fixed time, usually 6.30pm on the three main networks in most affiliates. There is something about a fixed bulletin which most viewers like.
The content of News at Ten is okay, not bad, but the style is not to many people's taste and the BBC pitch their bulletin just right. I don't see what else ITV could do to pull in more viewers.
The scheduling of News at Ten over the last 20 years has never been about News at Ten - it has always been a question of whether the slot can be used for something more lucrative. The answer has always been no but there is one scenario where I could see bumping it to 11pm for a few weeks - If Love Island was bumped up to ITV they'd never put it at 9pm but it could sit comfortably at 10pm, but not sure it would beat the current ITV2 ratings.

I disagree with this. If ITV were to axe or move News at Ten, it would barely be noticed. TV is a world away from what it was in 1999.
Given quite how much people complain on here about the more conversational style of the News at Ten, I'd debate whether it's seen as having any gravitas. It is, however, a hefty news bulletin in prime-time which wins political points, and every attempt at getting rid of it in the past has been borderline cursed. So I don't think ITV will try to replace it with a Good Evening Britain. The station does, however, seem determined to keep tinkering about with the timeslot so I couldn't dismiss it completely.
Ultimately, no matter how much ITV do with Good Morning Britain - controversy, rants, talking points, big guests - people in the UK are perfectly happy with the radio or the far more middle England friendly BBC Breakfast. Barring there being a sudden switch of fortunes, GMB will have a natural peak it can reach. And you imagine Piers Morgan won't want to be getting up at 4am to be second best forever.
