Otherwise, apart from wondering if Chris Evans was actually going to blubb, it was a fun and respectful show to a great broadcaster and person (to which I'm proud to say I met briefly and shook his hand)

I think the ending was fine as it was. Brass band, Floral Dance, big finish, done. Better to end right there than step back to maudlin at the last moment.
Evans let on that the network presenters were advised by Bob at 8.15am.

Indeed, the brief recounting from Evans' R2 show earlier was clarified and extended on 'The One Show', that clarification helps the time preparation narrative for the Mark Goodier appearance significantly. As for the News item on Radio 2, I suspect the reader was awaiting a signal that the press release had been issued - Thetweet was timestamped 0901. I can see the problems surrounding a group of people 'in the know' and contrasting that with those who got the story cold.
I expect the BBC wanted to control this one, and it feels as if memories of what happened when John Peel died informed how Wogan's passing was treated.
If I remember rightly, the BBC newsroom knew at about noon, but it was embargoed to 2pm.
Sky News broke the embargo as they went into their ad break just before 2pm.

That PA article suggests that the Wogan family are using the BBC to issue any press statements relating to Sir Terry's passing. A wise decision, and possibly explains the (very slight) delay in the initial announcement. Its been said that the Corporation contacted his close (famous) friends to inform them before the announcement.

Today is 31 years ago, Cow appeared and Wogan first weekday outing appeared. Here is the clip which has the very first opening.
Also notable here is the voice on the promo, none other than Terry's early breakfast banter partner, the late great Ray Moore. Their witty repartee and acidic banter with each other was a real highlight of Radio 2 mornings when I was a kid.
