I'm seeing the same. It's only happening during the match, so it would appear the encoder is struggling to keep up with all the movement and detail.
As well as the visual artifacts, the crude conversion from 50fps to 30fps as used by YouTube is making it difficult to watch. Annoyingly YouTube does support 60fps 4K streaming (sadly not 50fps which would be ideal). If BT put it though a proper high quality standard convertion and streamed 60fps it would have looked good. This is even worse when watching through Sky Q, which is trying to double frames back up to 50fps, resulting in a completely unbearable juddery mess.
I’m sure it’s our broadband but the PQ on the YT feed is really bad, tried reducing the quality without much difference too. Had to switch to the BT Sport app on Apple TV which is just the HD feed but is working well.

The clock on the HDR feed fades on and off.
Is there just a clock or a scorebar as well?
I think that’s standard for UEFA feeds but there would usually be more of a fade.
