The process of routing another region to output is done remotely and can be arranged over the phone in such circumstances. However if there's the chance things could be fixed I imagine the Points West team would have decided to have stuck with not-opting and taking London, thinking they might be able to opt for one of the later slots. It's also a new(ish) thing and staff on shift might not be fully aware it's an option,

Also I believe that the decision to do such a thing isn't one that can be made by the production team/region and there's the added complication that the coding operation isn't done by the BBC. It's not a case of someone in Bristol just phoning up and asking for it to be switched over

I see they claim in the post that it's not possible for them provide a region other than London in the event of an opt failure. It's actually quite easy - coding & mux can just route a different region's BBC One into the encoder.

Do they do this for multi-regional opts like Late Kick Off? I know at one time they were using contribution circuits and staffing each region's gallery, but post DSO I guess that might have changed and C&M could do it?

(I know this is massively off-topic, perhaps a mod can split this?)

No, there are circuits booked for it though I believe in some regions there are ways to put it out without staffing.

The switching that can be done at C&M is the sort of thing that's done as an emergency procedure or to bypass planned work. It's not used or designed for day to day operational use
