Sounds like generic library music, I've heard this used on mock ups/comedy shows.

It was used in Horrible Histories for their "news" segments.

Good grief, you only had to view that ludicrously extended headline sequence to get all the news you required for the day . . . Very Happy You didn't actually need to see the rest of the programme.


That's nothing compared to Spanish TV stations and their five-minute headline sequences (which are apparently intended for people who want to get an update on the day's news without watching the entire newscast):
