Surely there's some Ofcom rules that state a programme shouldn't start before the scheduled time?

Well now I'm annoyed - my media centre records a good 2 minutes before the scheduled start of a programme and god knows how much has been cut off the start by ITV1 starting early. I'll have to wait for the repeat on ITV2.Surely there's some Ofcom rules that state a programme shouldn't start before the scheduled time?
