It was the same for a lot of stations that go to network programming at 7. Most stations would have had presenters there as normal to do the local 5 minute inserts during the day, so it's no real bother to resume normal programming at 6pm. There's also probably more administration and possible cock-ups involved in starting network programming early.

Didn't seem worth it IMO, unless the programme concerned was a compilation of the day's local events, if any !
