It's been a fixture on BBC World Service radio for who knows how long. It was translated into a TV programme when BBC World Service Television came about in the late 90s.

BBC World Service Television was split roughly into BBC Prime (airing in Europe) and BBC World (airing in the rest of the world) in January 1995. The World Today was the first programme shown on BBC World when it launched, and up until about the introduction of the 1997 BBC corporate logo was traditionally presented by Donald MacCormick (now retired) and Nici Marx (now freelance, spotted recently on CNN). It was aired in the early evening European time, quite unlike the current edition of the programme.
The World Today was promoted on World alongside two other daily feature news programmes, namely Newsdesk (which was aired in the mornings) and Newsday (aired in the afternoons). It was also shown on BBC Prime because BBC World was not widely available in Europe at the time.
Along with Newsdesk and Newsday, TWT was phased out by 1999 as part of an attempt to make BBC World a more global channel with identical bulletins each hour. It stopped airing on Prime in the early part of the year, and was discontinued before World joined the corporate news look in 2000.
To my knowledge, it had three different looks, each of them based on the BBC World 'flags'. The first featured - quite unlike other World bulletins of the time - the flags emerging from a globe. Its theme tune was different to "normal" World News bulletins, but similar to Newsdesk and Newsday's. I never saw the second, but I've heard the theme tune and it was a reworking of its predecessor. The third incarnation, introduced in 1998, brought TWT in line with other BBC World News bulletins. It used the same flag motif but with a slightly different theme tune.
The programme was resurrected as an early-morning show in 2002 (or was it 2001?) to be simulcast on World, News 24 and BBC One. When it started, it was promoted on World as part of a "European Breakfast" strand. They've stopped calling it this now; in fact, The World Today only lasts for 1 hour. Even though David Eades continues to present the news after News 24 and One break away for Breakfast, he introduced the programme as "BBC World News" rather than "The World Today". The TWT brand is now just a convenient way of showing the same programme across three channels without a minimal number of people.
