The space which both QVC and Bid-Up.TV occupy on DTT is on the SDN multiplex. In England, Scotland and Northern Ireland, SDN have licenced that space to QVC and Bid-Up.TV. But in Wales S4C have been allocated that space - S4C broadcasts in the same space as QVC and S4C2 in Bid Up's space. Therefore, it is not possible to carry either QVC or Bid Up in Wales without making alternative arrangements for their transmission, which just won't happen.
Though I'd be certain it's S4C says which channels go where on their multiplex, as if I am not mistaken I believe that SDN is Five, S4C and NTL, so if it is like that I assume they have first choice of which channels go on their multiplex.
