It's a singing contest for terrifying children's TV characters. The sort you'd find on East German TV before the wall came down.

Except in each costume is a celebrity, their identity literally kept under wraps until they're eliminated. The judging panel has to guess who it is after they've voted them off (or to win).

It has been winning its slot in the states, consistently beating Survivor and getting great ratings for Fox (between 8 and 10 million).
