Of course, and they do exactly that: go to www.bbc.co.uk/annualreport and you'll find full sets of accounts for the BBC (within the annual reports) from 97/98 up to 2002/03.

OK, they don't give details of individual programme budgets, but no company's accounts ever go into that much detail - apart from anything else, it would be commercially sensitive information. You will find detailed breakdowns of programme costs by genre etc though.

The report for 2003/04 is due to be published on July 13th.

Naturally its utterly pointless, bu then that's the nature of these things. If there were such a figure, it would be meaningless unless there was a mandatory, and static, accounting standard for calculating the stated cost. Then it could be as honest as say..... an APR percentage!

Seriously though, there should be a requirement on commercial broadcasters that a set of accounts be produced in a specific form for each licence, this would give information to viewers (to inform the process), regulators and independents. This would of-course be additional to the annual company accounts, broadcasting accounts would however be published in a comparative form by OfCom.

And yes, they should still have to declare the bit-rate per service.
