It's clean, but has its priorities wrong. Since when are gamblers the priority audience to be targeting? Even then, the score is hardly going to be less important than the time for a gambler. The score needs to be the biggest or joint biggest element.
It also suffers from the mock designer's curse of innovations causing more problems than they solve. The backwards-counting added time counter would be confusing, and the red sweep on the border would make no sense if they go over the added time.
Some of the suggestions are obvious (using colours instead of flags on the scorebar), though there's a place for both for countries with unusual three-letter abbreviations.
The formation screen reveals the ultimate problem with the design, and that's the fact that for anything but the crucial graphics it's too plain. The large-format graphics are where you want the detail, not the chance to spot the stepping in the gradient.
In essence, the good points about it have either been pointed out on here, or are a simple case of a differing design aesthetic.
