Not exactly how things happened, Westcountry never intended to move into the old TSW studios, their studio centre was to be in the (then new) Barbican development in Plymouth city centre.
However because the court case brought by TSW held back confirmation of the license win until early 1992 they weren't able to use the Barbican. Can't remember if this was due to time constraints (the out-of-town Plympton building being quicker to build than the fancy one in town) or because the area of the Barbican had gone to someone else.
Due to space and time constraints transmission was put out to tender. Hence also the number of regional studios were reduced at launch and the sub-opts were late in coming - all of which was sanctioned by the ITV
