Was that CNN themselves, or was it just the music from the event? The Trump rally staple 'Y.M.C.A' was played as well when Trump finished speaking.

It's ludicrous having the lower third crap on BBC 1 and BBC News Channel, why have it on both?
I've watched it all on ITV too, least worst option
ITV the only broadcaster to let us watch it full screen then - though even the location bug seems unnecessary and intrusive.

Is it a pooled feed?
Yes - NBC for the main Capitol Hill ceremony, but there are a number of individual cameras (generally 'beauty shots') that each broadcaster can take and cut to as they wish.
Other parts / places are pools by ABC, CBS, Fox, NBC, CNN.
