Proper 'clean' SD from an uncompressed and component (rather than composite) derived source can actually look very good if properly upscaled to HD, and I've seen some folk who should know better be fooled.
In the cases you mention, it's because the SD images are being sourced from clapped out cameras, and possibly being upscaled using <cough> cheap and cheerful up-converters.

In Scotland, there is 'politics scotland' on BBC1 and a separate series 'Politics Scotland' on the BBC Scotland channel.

It looks as though they are slowly working their way through the EPG putting the name of the regional programmes into sentence case. The North, Midlands & East versions have so far been changed.
Obviously they realised that it looked rather unprofessional for a presumably serious programme. Either that, or they've been reading our comments.
