It has always had its own studio from my knowledge from Cambridge. Yes they have a separate set of presenters sometimes used in Norwich for reporting and occasionally for presenting. Cambridge did do a full programme I believe in December, someone did note it on here in the Look East thread. Stuart from Norwich went over there for that edition, not sure the reason why.
I think they could manage to do full bulletins and perhaps let Norwich cover for them at weekends. But then other regions may be able to justify opt outs and it would get silly.

I'm not sure there would be a massive benefit to separating the two programmes fully. I could however see a benefit to more frequently splitting the opening of the programme so they run separate leading stories and come back together for the weather and the more magazine parts of the programme.
There could also be a benefit to running split sport at the weekends but I would imagine the short duration of the bulletins might make this harder to achieve.

Whoops yes sorry having re-read that sentence it is misleading. The panaroma as you say is the old studio in converted office space. The new studio is purpose built. It looks very similar to the Norwich studio but everything is on a smaller scale. I'm not sure if Cambridge has a screen on both side walls - it might just be the right as you look at the presenter sat at the desk.
