This forum used to be like that in a way. When I rejoined in March 2003 I wasn't allowed to post in the Lounge for a week. Maybe Asa should put that back in again (but for all forums).

I know some other forums have a system whereby newly signed-up members' accounts are not made fully active for a week, in which time they're encouraged to read the existing threads and get an idea of the dynamics and etiquette of the forum. At the end of the week, they then become able to make posts.
