He did appear to be the accessible presenter they've been looking for with that format, while keeping a form of gravitas. It actually worked well to use him presenting on the day of the Spending Review.
If I was Ms Compton, I'd have Norman present on Budget day too.

Saw Norman Smith present Victoria Derbyshire yesterday, very capable presenter! I could see him maybe having a future role in presenting.

Exactly! I hadn't realised that Victoria was away, although usually female presenters replace her when she's away. I thought it was just a happy accident he was presenting! Yes, do you think he'll have time to get to Westminster to help out with the coverage of the Budget itself?

Julian "Worricker" has presented the programme before a few times. Designated presenter thread though over here http://www.tvforum.co.uk/thenewsroom/bbc-news-presenters-rotas-39116/?view=newest#newest
Julian Warwicker has also presented in Victoria's absence.

Is this a new permanent change or is there something happening in Studio E?

I've always found that name amusing, Delivering Quality First... by cutting services and staff. I mean, I get thats costs have to be cut (or you know, license fee could/should legitimately go up) but it always seems to be in the wrong places that cuts are made, or perhaps they're the more reported ones.

I guess with the News Channel already taking World for 8:30-9am it made little sense to employ someone / staff E for only 9-9:15am. I can't help wondering though whether it costs more to produce Victoria Derbyshire daily from B than it would to produce 2 hours of standard rolling news from E.
