Yes, and that is because ITV have given up on any programming being made outside London or Salford. Local programming has truly died on ITV, no surprise since the 1990 broadcasting act changed ITV for the worse, it was always going to happen.
So you think ITV would have survived had the companies of 1990 stayed the same, not changed their operations, and carried on? Through increased competition from Sky, video games, the Internet, Netflix? It would have collapsed.
"Given up on any programming made outside of London or Salford". What was Broadchurch, chopped liver? Downton Abbey? There are plenty of shows made all around the UK. They just don't need huge studio facilities because technology has moved on.
