The Ofcom licence is required if the signal is uplinked from the UK AIUI. This doesn't mean that the primary broadcast is from the UK, just that an uplink rebroadcasting it could be.
A common opinion. but wrong.
The licence is held in the EU state where editorial control is held OR country of FIRST uplink, unless poland has no mechanism for licencing Sat services. In which case it's normally the country of ownership of the sat bird (France in many cases for Hotbird etc)
