So if they need a chopper "oop norf" (Newscastle way or Manchester-Liverpool Metros) do they contract with a service or do they "scramble" this chopper up there? (though on second thought that seems cost prohibitive)

I think the coppers from Redhill fly up there ? The BBC's chopper was used in Yorkshire (200 miles north of London) for the Tour de France cycling a couple of weeks ago. (In addition to France Televisions' choppers that were providing the 'proper' host broadcaster coverage)

Well, I've seen Phoenix-based news choppers being sent to all parts of Arizona if necessary -- and Arizona is bigger than the United Kingdom (let alone England).
In terms of the WLTV chopper, the helicopter is referred to on-air as "Vision 23" and the "Noticias 23" helicopter branding was used JUST for the promo. The helicopter is actually WPLG Channel 10's "Sky 10" that is also shared with the WTVJ/ WSCV duopoly and WLTV. WSVN uses their own chopper but only uses Sky10 "as a last resort" per sfltv.com
Stunning Multi Helicopter coverage just now on Eurosport for the Tour of Norway from the most northerly spot on the European Continent - Nordkapp Norway. Simply amazeballs (to quote the word of the day)
