Who controls what isn't an issue as they aren't going to cut the feed if things get tough. I'm sure there's been many times they've wanted to cut the line from journalists at the coronavirus briefings over the year.

Why build it and have it sitting unused for months? Besides once all the covid stuff ends a lot less people are going to be watching briefings from there

For those interested in the general geography of the complex, I've pieced this together from some early C20 floorplans. A lot of the general floorplan will be different today as both buildings were heavily rebuilt during the 1960s, but the large rooms have largely stayed the same. The current briefing room (No10's State Dining Room) is marked in yellow and the new briefing room (the former Privy Council chamber) is marked in red. Quite the long internal walk from No10!
