I don't mind this, as it's a really nice, striking image and fairly obviously static. WNBC's live shot of a similar view is realistic but not as nicely-framed, never quite as pretty, and often obscured by darkness, fog or low cloud.
Neither WABC nor WNYW use live shots in the background. WPIX can never seem to make up their mind.
WNYW has a background that has not changed in years. They really should change it
It also shows the pitfalls of 'flip-flopping' between the static behind the presenters shot of the New York skyline - all virually cloudless and in the process of a brilliantly bright sunrise...
...and the actual reality live shots in/out of breaks and the comedy act weatherman's live shots before the maps of a cloudy, misty, grey daybreak/early morning over Manhattan and Holbolken.
I know why the over the shoulder shots have to be always 'warm and welcoming', but it does lead the viewer to think why they can't use a live shot all the time and be consistant.
