Looking completely at a tangent I have a theory that it might have some connection to the new Channel Zero service (or Trove as it currently is called) as both are on ARQ multiplexes and I cannot see how Channel Zero can operate on it's paltry 64kbits/s data rate alone.

Looking at the details from my box 89 (TV News) & 306 (Trove) are on different UHF positions up here in the North West. Trove is on UHF 61 and TV News is on UHF 55 if I think rightly and thus they cannot be linked.
I managed to get through about 30 seconds before switching off, very cheap looking and a waste of decent Freeview space that could have been better used.
