Ooooh that is VERY nice. May I ask how long it took to make and what you used to design it?

Thank you.
I will update this as soon as soon as I can!
Very nice.
As you said, the globe isn't right; the land needs to be red. I also have a feeling the bottom bit should pull out a bit more to the right (if you understand what I mean!) and the BBC News logo should be larger and closer to the logo.
Other than that, brilliant!

Lovely work.
If you're looking to recreate faithfully, though, the background shouldn't have any red hues at all - the fan formation and swirling ribbons were always on a solid black background.
As mentioned by others, the base of the fan isn't quite right - the lowermost protrusion should extend a little further, and should be angled very slightly (just a few degrees) to the left; it should be almost upright, rather than heavily slanted to the right. The vertical edge of the lowermost protrusion should line up with the right edge of the BBC logo:
That alignment didn't quite work when when the BBC World logo was used at the base of the fan, but as you're going for a BBC News logo recreation, we can perhaps glance over this:
Also as others have mentioned, the colouration of the globe isn't quite right either. Water was always represented in black (albeit with light reflection effects). In earlier versions (when the '24' used in the titles was yellow), landmass was in dark yellow and burnt orange hues:
In later versions, when the titles were revamped, and the yellow '24' was replaced with a silver version (along with a slightly different animation style), the landmasses on the globe became solid red with shadowing effects, and the black water areas lost most of their light reflection effects. I don't have an on-air screenshot of this, but this desktop wallpaper image from back in the day should give you an idea of what I'm waffling about:
(In the BBC News 24 titles - though not in any of the titles for any of the BBC One bulletins - a very, very soft red reflection was visible against the 'water', but this was usually absent in any static branding slides, so we can probably ignore it here!)
I hope that helps in sorting the few details that need tweaking. So far, it's all looking very impressive indeed.
EDIT: I think that this is what chris was referring to when he said the logo should be larger and closer to the fan:
I think the larger BBC News logo came later when the titles were updated with the silver 24 that you can see here (note also the soft red reflection in the globe that I mentioned above. I'm not sure exactly when the 'silver 24' update came along, but if you're aiming for a recreation of the 2003 logo, then these details certainly came much later (possibly late 2004 or early 2005), and therefore shouldn't necessarily be part of your recreation.

It was a little more complicated than that. The larger BBC News logo (which I think looked a lot neater) was always on the national bulletins. It was also used on the versions of the News 24 titles which didn't use the software to change the positioning of the globe and scrolling headline text. The larger logo was also used on stings. The titles that did use the software used the smaller logo so it was pretty much regardless of whether it was the orange or red versions.
So, the right hand side of these images are the 'software versions' and the left hand side are those that were basically just VTs or stings. (Also in the generic BBC News versions of the titles - of which there was a 'software' and 'non-software' version - it's more noticable how different the globes actually looked. I always felt those that didn't use the software looked much neater and the globe spun faster. There were also more white streams of 'BBC News' spinning around the logo.)
Regarding timings, I'm pretty sure that the red version started around summer 2004 (possibly at the time of the 50th Anniversary of BBC News) in order to fall into line with the nationals version that began in the February.
EDIT: The update is pretty much perfect other than the fan should be larger and the BBC News logo should be closer.
