Video speed and audio pitch

I wasn't sure whether should I post this on TV Forum or Metropol, but then I thought I should post it here, anyway.

I have three dubbed versions of a same episode from some series:
Arrow 1. English (original version), 23.976 fps, original length, original audio pitch
Arrow 2. Language A, 25 fps, a bit shorter length, original pitch
Arrow 3. Language B, 25 fps, a bit shorter length, high-pitched

I want to make sure that all three videos are in original speed and in original audio pitch. More specifically, I want to stretch version 2 to fit original speed and pitch without having to make some noises, and stretch version 3 without having to use pro video editor.

What should I do? What can I do with media converter or something?

Well, I almost answered my question, but still need your help.

In version 2's case, FFMPEG was very helpful for me, but for version 3's case, there seems no such option to adjust audio pitch with the software, so I tried Audacity. While it was succesful when I previewed the result, it tried to save a 5.1-channel audio into a mono, so then I turned to Sox. But every time I try, Sox won't read any .ac3 and .aac file. Does any of you know how to integrate FFMPEG file library into Sox?

By the way, is there any way to utilise AVIsynth as a media file converter (like converting a file into another container, and changing another file's video framerate and speed while leaving file extention as it is)?
