There's one technical reason to consider. In most regions, the secondary main transmitters often have at least one of the channels fed by the off air signal from the primary main in that area.
For instance, in my part of the world, Hannington and Midhurst source their feeds of analogue BBC1, 2 and C4 by off air reception of Rowridge. So that affects the sequencing of switchover within a region. Of course, if Rowridge had to switch before the other two, it's not impossible to provide those transmitters with an alternative feed from satellite for instance, so it's not that 'hard and fast'
I think the other resaon is to minimise confusion in overlap areas. Although an major overlap exists between Emley (going this month) and Bilsdale (going next autumn) different regions of course, but it'll be interesting to see how much confusion there is !
In fairness, Digital UK is a body owned by ALL the PSB broadcasters... so it's not a BBC thing.

But that's quite different from whether or not it was the right way to communicate dates to the public.
