I wouldn't read too much into that.
The TV Information for GMB states News, Sport and weather, no mention of Entertainment, whilst Daybreak does; is it a sign of good intent?!?!

So, TV-am which started with Daybreak and then Good Morning Britain and then there was GMTV, then Daybreak and now Good Morning Britain, its as though ITV are going around in a big circle. If GMB gets the chop, do you think ITV will revive the GMTV name?

If GMB gets the chop, it's more than likely ITV will just give up, and maybe Ofcom will re-advertise the franchise.
